Regulatory Compliance for Fleet Operations in Pennsylvania

Switching to propane autogas for fleet fueling can yield incentives!

fleet fueling Dauphin County, PAAt Koppy’s Propane, we help vehicle fleets based out of Dauphin County and the rest of Central or Southeastern Pennsylvania to stay compliant with Keystone State regulations — and to take advantage of benefits that they can receive for embracing alternative fuel solutions.

In this article, we want to discuss how public and commercial fleets are regulated in Pennsylvania, what energy sources are available to fleet managers and how Koppy’s Propane can help you get the best value and performance from your fleet fuel.

Compliance of PA Vehicle Fleets

As far as regulations are concerned, the Commonwealth does not place significant restrictions on its fleets, but you do need to register your vehicles. Pennsylvania defines a fleet as consisting of 15 or more vehicles — except for taxis, buses, limousines and emergency vehicles (which have no minimum vehicle requirement).

The Commonwealth’s fleet system guidelines pertain to vehicles operating mainly in Pennsylvania. Out-of-state commercial use may require additional permits, and you should check jurisdiction rules.

All vehicles are subject to, at a minimum, an annual inspection. School buses, charter buses and other fleets that carry people need semi-annual inspections.

Fleet Fueling in Pennsylvania

Pennsylvania has a diverse energy mix powering its vehicles, including gasoline, diesel, propane, various bio-blends and electricity. You need to abide by all federal regulations pertaining to air quality as set by the Environmental Protection Agency. There are essentially no additional state restrictions on the kind of fuel you can use in your vehicles (beyond those ensuring the safe operation of your fleet).

The Commonwealth offers so helpful tips about maintaining your fleet, and they offer incentives for using eco-friendly alternative fuels — including propane autogas.

What is the Alternative Fuels Incentive Grant (AFIG)?

In 2026, the Alternative Fuels Incentive Grant (AFIG) program offers $5 million in funding to Pennsylvania school districts, municipalities, nonprofits and businesses transitioning to cleaner fuel transportation. Applicants can receive up to $500,000 across all applications, with individual awards capped at $300,000. Supported fuels include electricity, natural gas, propane, hydrogen, biodiesel, ethanol and advanced biofuels. Grants cover costs for retrofitting vehicles, purchasing alternative fuel vehicles, installing refueling equipment, and conducting research, training or technology development for alternative fuel applications.

This grant can considerably lower the upfront costs of converting a gasoline or petroleum diesel fleet to autogas, which in turn can lower your ongoing fueling costs by 30% to 50%.
